Applicants must be legal residents and lived in Oklahoma for the past six years. Students must be graduating from an Oklahoma high school or completed Oklahoma requirement through homeschool. Applicants must be attending an Oklahoma college, university or technical school as a full-time, first time student.

Applicants must be enrolled in an Oklahoma college or university broadcasting program, be majoring in broadcasting and have an intent to enter the broadcasting career upon graduation. Students must be a junior or senior for the upcoming school year and must maintain a 'B' average.
