Applicant must be a day transfer student from a two-year college who has a minimum 3.5 GPA, who has earned either an Associate in Arts or Associate in Science degree. Applicant must be a member of the Phi Theta Kappa honor society.

Selection is based on academic records, standardized test scores, recommendations from East Orange Campus High School faculty and administrators, and an interview with the scholarship committee. Applicant must be the state winner or one of the runners-up in the New Jersey Junior Miss competition.

Applicant must have a minimum cumulative GPA of 3.8, have achieved at least sophomore status, be enrolled full-time, and have demonstrated community service.

Applicant must have a family member enrolled full-time during the same semester.

Applicant must be the dependent of a Bloomfield College alumni. Both alumnae and applicant must not be in default on any student loan made by the college or federal government.

Applicant must be the dependent of a minister of the Presbyterian Church (U.S.A).

Applicant must receive funds through the Citizen's Scholarship Foundation of America before receiving the award from Bloomfield College.

Applicant must be a Bloomfield High School student who is active in community or school activities and has demonstrated academic ability. Applicant must be a full-time Bloomfield College student.

Applicant must be an upper-class student who has demonstrated leadership abilities. Preference is given to residents of the town of Bloomfield.
